If Chrome is no longer asking you where to download file to, chances there is a setting that has been disabled. To re-enable this setting to make Chrome ask you where you want to save your file to, please follow these steps:
Open Google Chrome.
Click on the 3 line hamburger menu in the upper right corner and choose "Settings".
Select "Downloads" from the left side pane.
In the center pane toggle on "Ask Where To Save Each File Before Downloading".
Next time you want to download a file, you should now get prompted to select where to save it to.
